How a Program Is Structured
A program is a block of funded seats, a cohort of people eligible to use them, a cadence for how quickly seats can be drawn down, and a delivery mode. Those four decisions define the whole arrangement.
Everything else in a proposal follows from them.
What Is the Difference Between a Seat and a Person?
A seat is one funded session. A person is not a unit we count, because we do not know who the people are.
This matters for budgeting. An organization funding 200 seats is not committing to 200 people, and a cohort of 200 people does not need 200 seats.

How Is a Cohort Defined Without Us Knowing Who Is in It?
The organization defines eligibility internally and issues an anonymized identifier to each eligible person. We are given the set of valid identifiers, not the people behind them.
When someone books, they present an identifier. We check it against the valid set and nothing else.
What Does Cadence Mean in Practice?
Cadence is a cap on how quickly the seat block can be consumed, usually expressed per month. It exists so a block funded for six months is not exhausted in three weeks by a small number of people.
Cadence is also how we protect the room. We cannot deliver more sessions in a week than we have hours for, so a cap set at the start avoids a waitlist that nobody expected.
What Is the Timeline From First Conversation to First Session?
Four steps, and only one of them is ours. The slow step is nearly always the identifier scheme, because it needs someone internal to own it.
We do not start delivery before the rider is signed, because the rider is what commits the confidentiality boundary in writing.
